The Eridani Government

Overview:

The Star Kingdom traces its initial conception to the years following its colonial founding, and its later choice to shore up its present colonists rights and privileges in the face of continued immigration and development. With the eventual advent of limited local governance birthing the initial home government and the subsequent demise of Earth and the United Nations pushing the end result. As such the Eridani Star Kingdom reformed and formalised its obligations and constitutional authority, with the by now entrenched but largely benign landed aristocracy firmly solidifying its place. While the Eridani Star Kingdom gave up a number of foreign and domestic rights as an eventual member of the USC, its overall lacklustre involvement in its military affairs and its history as a long established colony meant that the eventual downfall of the USC did little to harm the mechanisms of government in place in the Eridani Star Kingdom, and it quickly re-established its own mechanisms to replace the few lost to its collapse.

As such, the Star Kingdom operates several organs of government.

The Royal Household

The Royal Household comprises the ruling hereditary monarch, as well as the royal family at large, not to mention the elected (and sometimes selected) privy council that makes up the Monarch's advisory body. The Royal Household has a measure of legislative power referred to as the "Stability Compromise" by the Constitutional Compact that formed the Kingdom initially, affording more power, particularly in times of trouble, to the ruling Monarch. However, the Royal Household primarily relies on influence, popularity and soft power in effect to its position in the governing structure.

The Cabinet

The Cabinet consists of ministers selected by the elected Prime Minister and by extension, their party, to lead governmental departments of the civil service and comprises the main high-level legislative proposals and governance of the Star Kingdom. Despite the Cabinet's legislative power, it is beholden to the whims of public opinion, and of course, the will of the sovereign parliament to which all of the ministers were elected to.

The Parliament

The primary legislative body in the Kingdom, The parliament is bicameral, consisting of an upper house (the House of Lords) and a lower house (the House of Commons). The House of Lords includes two different types of members: the Lords Spiritual (the senior bishops of the Eridani Church of Humanity) and the Lords Temporal (members of the Peerage) whose members are not elected by the population at large, but are appointed by the Sovereign on the advice of the Prime Minister.

The House of Commons is a democratically elected chamber with elections held at least every five years. The two Houses meet in separate chambers in the Palace of the Bay (commonly known as the Houses of Parliament) in Avalon. By constitutional convention, all government ministers, including the Prime Minister, are members of the House of Commons – or, less commonly, the House of Lords – and are thereby accountable to the respective branches of the legislature.

However, through the compact - all acts of Parliament are subjected to the approval of the Monarch, though the right of review has not been exercised since the initial Second Interstellar War.

The Chartered Assemblies

The Chartered Assemblies are a devolved assembly with power to make legislation in assigned counties or departments - the nominal regional areas, initial colonies and "feudal holdings" that make up the Star Kingdom. An assembly can be large (in the case of the Grand Shire of Avalon Chartered Assembly) or relatively small, though not below 30 Assembly Members.

The Assemblies are based on the concept of local rule as instituted within the initial principles of Eridani Settlement - but are granted special privileges or rights by the Royal Assent given for their formation and the charter prescribed to them by the Royal Household, thus their conception as Chartered Assemblies. The Chartered Assemblies are organised under the auspices of the Office of Colonial Affairs or the Home Secretariat whom passes their concerns not dealt with in parliament onto the Privy Council and Cabinet.

The Government in function

The Eridani Government however, is effectively devised of three main areas of authority, and mixes true democracy with almost archaic feudal rights with wanton abandon. First and foremost, the Kingdom derives its legitimacy from Royal prerogative, with Royal authority being final in most elements of higher governance. While the Monarchy is beholden to public opinion and the sovereign will of the Eridani parliament, from which secondary power is derived, it remains a government of royal assent.

However, the Kingdom, as stated, in its tertiary derivation of authority, is a collection of, in theory, regional authorities and personal holdings. While these local governments have given up a number of powers to the civil service and thus, central government they retain some rights, such as limited self defense and in civil law, though large amounts of Eridani parliamentary law, by necessity, sets precedent for local civil law. Each local government itself governs as derived from its people or invested ruler, and systems of local governance can, whilst being largely similar, differ in basis and name. However, much governance on the homeworld itself is uniform, whilst colonial holdings can begin to differ, though not unrecognisably, from standard norms.

The Eridani

The inhabitants of the Star Kingdom, are, at their base genetic level, no different from the initial settlers seeded from Earth itself, drawn largely, though not exclusively, from western civilization, as it was then termed, but interspersed with the expected genetic variety and other such necessities its mandated mission demanded or required.

Eridani are, nonetheless, not as cosmopolitan in appearance as other human diaspora nations, while not homogeneous, the majority of its population are clearly of Anglo-European descent, with a notable minority tracing Russo-Slavic and Japanese ancestry, with such groups tending to encourage the settlement of more of those with similar backgrounds.

As such, there is little to separate them at the base level from similar descendant generations from equivalent areas of Earth itself, aside from the results of successively improved generations of genetic therapy and neuro-surgery techniques, as well as attempts at prolonging the human lifespan.

Cultural Overview

Overview:

The culture of the Star Kingdom is heavily influenced by the origin of its initial settlers - primarily those nations of the anglo-sphere and western europe, though with smaller notable groups from beyond headhunted for the initial project. Eridani Culture has thus taken a cosmopolitan blend of them all, though arguably dominated by a British-American core, with tinges of German and French influences melding into and around it.

Arguably, it is the legacy of western literature, music, cinema, art, theatre, media, television, philosophy and architecture that define and remain influential and respected across the Kingdom. With an understood legacy from science and technology to cuisine and sport.

That said, the creeping eventuality and entrenchment of a class system, though not one typically of excess or cruelty have been duly influenced by its nature as a capitalistic society. Eridani are everything from liberal to conservative, and the varied entertainments and ways to lose money emulate and revel in that.

Culture

Music
Eridani Music harkens back to the impact of "soft power" - that of cultural dominance rather than military. Cultural values have long since incorporated the even more vibrant styles of the newer outer colonies and their more divergent communities, and has a large appeal across much of the Kingdom. The vibrant Atlantican scene continues to push the boundaries, as musicians continue to fuse and innovate new styles akin to the development of the many new styles that appeared in the first colonial period. The strong, if overlooked, military classical bands also have their adherents, even if they may not appear in the popular charts.

Arts
The Kingdom has inherited a vast legacy of prominent artists, actors and great creators of works from not only its own nascent development - but Old Earth and other associated sources. In the age of expansion it has continued to develop this strength - another aspect of "soft" diplomatic power, in order to entertain and bind its citizens through a new more liberal common culture.

Literature
Much like other fields, the Kingdom lays claim to many great authors throughout the ages. Modern Authors are able to claim a continuing of this legacy. The "Chronicles of War", is a collection of fiction and true stories based around the idealisation and realities of conflict and is pointed to as an example of great literary work even in the harshest of circumstances. Authors have continued in such a fashion, including the Colonial Epic of "Oh, Capella" and "The Alarei - An Ode to Silence" - a story concerning the grave tragedy experienced during the first interstellar war.

Power:

With an established and stable government, access to numerous resources, industrial capacity and a sizable population base and non-fractious overall culture, the Eridani Star Kingdom considers itself to be a "Great Power" able to enforce its will politically, economically and militarily.

The Territory of the Kingdom

The Kingdom's cities long been a product of controlled urbanisation

The Epsilon Eridani System (K12)

The Epsilon Eridani system is 10.5 light years from Earth and one of the older systems settled by Humanity. It is home to several habitable planets, of which the most notable is Atlantica. At 10.5 light years from the Sol system, it is one of the closest neighbors of humanity's former homeworld, and consequently has a total population of around 16.4 Billion individuals.

By the early 21st century, scientific observation had deduced the presence of an inner rocky asteroid belt, an outer icy belt, and at least three planets: at least one gas giant the size of Jupiter, and possibly two terrestrial planets, near the inner and outer belts, respectively. Secondary long distance surveying formally identified the planetary bodies present in Epsilon Eridani, confirming Epsilon Eridani II to be an earth-like world with liquid water and subsequently opening it up to early colonisation efforts, particularly after the initial UN planetary survey found Epsilon Eridani II to be perfect for human settlement, although lacking in any advanced animal life, as well as confirming Epsilon Eridani IV to also be immediately habitable, if less desirable. The plethora of moons, some of which were on the cusp of habitability, and a wide breadth of resources accessible to terran industry ensured a steady flow of colonists after initial settlement.

As such, Before the fall of Earth, Epsilon Eridani's stellar positioning had lead it to being one of the most active transfer systems for incoming and outgoing cargo and personnel shipments, with the local system governments barely noticeable tolls and port fees earning the system one of highest colonial gross stellar products of the age. While diminished in the following wars and governmental upheavals, Epsilon Eridani remains a desirable stopping point on many trade routes in the region.

Epsilon Eridani itself is a particularly unremarkable star similar to the Sun of the Sol System, though its youth lends to stronger electromagnetic activity and stronger stellar winds.

Worlds of the Eridani System:

Epsilon Eridani possesses 6 planetary bodies, that of Tantalus, Atlantica, Cascade, Sahara, Zeus and Kronos, of which two are inhabited. Zeus and Kronos, both gas giants of different classification, also possess a number of moons, though the sheer number of small planetary bodies in Kronos orbit has had most of these saddled with only alpha-numeric designations.

Epsilon Eridani I/Tantalus:

Tantalus is a mercurian world that is far too close to Epsilon Eridani's primary for comfort, all the same, its surprisingly active vulcanism and former history as a much larger world lead it to being a treasure trove of usable minerals. While all planetary habitation and is temporary and mobile to keep up with the planetary rotation, its orbitals serve as refineries, habitation and research posts.

As such, Tantalus never has more than a few thousand individuals counted under its census data at any one time.

Epsilon Eridani II/Atlantica:

Atlantica is a "continental" world, though its oceans comprise a larger amount of its surface than that of Earth as well as being slightly smaller, if more dense, and as such it barely scrapes by on this designation. Nonetheless, featuring two large continents and one smaller, tertiary one, it is a heavily populated world that sits at the heart of the Eridani Star Kingdom. Heavily managed urbanisation has however limited pollution and sprawl has been prevented from compounding on itself and breaching protected zones. Atlantica's vibrant native plant life has largely been preserved, and complimented by terrestrial flora and fauna species from Earth.

Atlantica's two moons, Sirin and Ciren, were both pushed into habitable by basic terraforming techniques and are themselves resource rich. While Sirin ended up a arid and dry world, Ciren, with its much thicker atmosphere and ring system, became a terrestrial partner to Atlantica, with numerous oceans and temperate zones, though with a far more tropical equatorial band - as such it is a frequent choice for those seeking a warm vacation.

The current population of Atlantica is slightly over 10 Billion, while Sirin's stands at 410 Million. Ciren, as a much more habitable moon, stands at 2.1 Billion. As such, Atlantica's orbits are a hive of activity.

Epsilon Eridani III/Cascade:

Cascade is a barren world, as far as life goes, though its deep canyons and scarred craters reveal a different sort of wealth - though not the one typically sought at first. While having some measure of accessible minerals, much of Cascade's crust erupts with unique Eridani "crystals" - these precious stones are of use in a number of electronic systems and are also known for their beauty due to the way they scatter light. As such, while not extremely rare, the difficulty involved in extraction, the multiple uses and the penchant of the aristocracy has driven the price of Eridani scatter crystals to a stable high point that it has seen use as a "standard" attached to Eridani currency on at least two different occasions. Infrequently, crystal seams burst forth due to basic vulcanic forces and form a "cascade" of light through portions of the planet, granting the world its name.

Despite its harsh environment, several colonies securely sealed in domes are present on Cascade, and dozens of mining and research concerns operate on its surface and in orbit. and numerous tourist adventures seek out the infrequent cascades of Cascade. As such, the population of Cascade hovers around the 275 Million mark.

Epsilon Eridani IV/Sahara:

Sahara is a world of long, dry deserts marked with a cold, but much more habitable equatorial band, functioning as an oasis of sorts. Despite its name, Sahara is a cold, rather than hot, desert, with a thin atmosphere and low but suitable oxygen content. While Sahara's initial draw was economic, years since have seen high tech firms utilizing the cold planets other natural resources to operate heat-sensitive machinery, testing and production techniques that cannot take place in zero-g, while simultaneously not being subject to the extreme cold of a frozen outer world.

The population of Sahara stands around the 700 Million mark.

Epsilon Eridani V/Zeus:

Zeus is the smaller of the two Gas Giant's present in the Epsilon Eridani system, and is the main source of easily accessible basic helium and hydrogen resources for the Epsilon Eridani system - as a consequence, its orbit is littered with installations that serve that purpose.

Zeus also has a handful of moons of varying degrees of interest, with a handful of them possessing permanent populations, particular on those pushed by terraforming techniques into a measure of habitability.

As such, around 3.2 Billion people make their home in the shadow of Zeus.

Epsilon Eridani VI/Kronos:

Kronos is the larger, frozen cousin to Zeus, and serves as a source of more exotic gaseous elements and as a site of research, particularly those invested in using such elements. Kronos features nearly 300 orbital objects, though only half would qualify as any moon of note - and again, of these, only another half would be worth investing in exploiting. Only one major moon of note, Raven, herself a barren world, is populated to any meaningful, permanent, extent, and most of the other moons are transitory affairs conducted by industrial concerns.

Kronos, and by extension, Raven, only boast a population of a few million.

I'm paying the price of trying to adapt some other things to this without sacrificing the format Sad.

Everything should fit what the app wants, if only in a different order. I apologise if that makes things too difficult but you can always tell me to do it your way or the highway I guess Smile

Technology

Accelerated Kinetics
While any sufficiently advanced civilization can propel a kinetic weapon, be it slug or missile, at relativistic speeds, the weapon of choice for the Eridani was no doubt chosen and honed to finesse by a few simple elements honed from observation and rigorous refinement complimented by advances in power generation and miniaturisation. By applying initially unthinkable techniques and honing methods of theory into practical power application while also reducing stress on components, the ability to fire larger shells, faster and further while refining the art of missile warfare has given a greater punch to Eridani constructed spaceborne kinetics than they would otherwise possess.

Advanced Miniaturisation
The greatest gifts of the Eridani corporate community were arguably the continued drive on, perhaps ironically, reducing the workload on logistics and depot storage, with investigation and luck, elements of miniaturisation that must of borrowed from advanced jump theory at some point were identifiable, allowing the revolutionary employment of techniques that dramatically reduced the size of numerous every day components, allowing greater economic dividends from resourcing concerns and every day storage right up to civilian and military applications.

Chemical Catalyst
An innovation brought about by the flora and limited fauna of Atlantica, Chemical Catalysts drastically changed construction techniques when its applications were understood. By employing specific chemical reactions learned from observing and testing, materials, such as the metal sheets used in early ship construction, could be bonded together at a chemical level rather than riveted or bolted together, with obvious implications. Rather than relying on the untested avenue of nano-technology, or on the unwieldy concepts of energy to matter based pre-fabrication, simple mother nature, albeit her alien side, have enabled the Eridani to construct buildings and ships that are essentially one single element rather than many, with varying applicable results.

Advancements of Intelligence
While the Eridani have remained largely apart from the runaway prospects of biological tampering, cybernetic enhancements and unrestricted AI research, there is no denying that the measured, methodological approach to advancements in Artificial Intelligence, Gene-therapies and a near un-rivalled art in the field of neuro-surgery have gifted the Eridani with a unique insight into what a smarter human is, and how to make a smarter computer based upon the understanding of sapient intelligence as manifested in humanity. While Eridani culture embraces the treatment of ills enabled by the above, it has largely not indulged in attempting to create the perfect human - though one cannot deny that some of these lesser procedures must be utilized, by the very least, its intelligence community - and it has no qualms about creating the perfect artificial intelligence, if one so can. "Dumb" smart-AI are consequently a frequent occurrence in the management and every day life of Urban Centres, Foreign and Domestic Intelligence Analysis and in the operation of military craft, and it is likely only a matter of time before pandora's box is opened on a truly unrestricted intelligence created by the Eridani.

Unseen, Unharmed
Eridani obsessions both with intelligence analysis practical and theoretical, as well as rooting out threats to its mercantile marine have spawned a legacy of a robust intelligence agency - and one backed up by both corporate and government funds. The most prominent legacy is one of the Eridani Stealth Program - with the associated ships and crews effectively the eyes, ears, and daggers in the dark of the Eridani Government, and even some of its corporations. Though varying at times from the basic, core design, the technology at play is intended to emulate the most critical components of stealth and strike, playing the dangerous game of hide and often, seek, in the dark depths of space, employing a mix of Eridani construction techniques, basic technological advancement and the honing of electronic trickery to remain shrouded in the dark.

History

Initially colonised in the late 2120's, Epsilon Eridani quickly became a nexus of human activity, not only for the further pushing of the boundaries but, as its own industrial capacity grew, as a centre for commerce and culture in its own right. As the initial war with the Alarei began, a general increase both in military and civilian activity began, particularly as the war took a more distasteful turn - ultimately culminating in the destruction of most of Earth.

The immediate consequences were obvious, with a sharp drop off in immigration soon followed by a refugee crisis, compounded by a general collapse of UN authority in system and out, further exacerbated by the complete free fall of the system economy as transient trade and tolls began to dry up. The Constitutional Compact, signed by all long standing colonists, the local government, such as it was, was the true birth of the Eridani Star Kingdom, creating a strong, but measured, constitutional monarchy. While it did ultimately land a reasonable portion of the already wealthy upper class, it also created a strong, central figure behind the former Civilian Governor, created a basic welfare net recouped from land taxes and also created numerous new holdings for the settling of refugees - and promptly restarted the economy.

The Eridani Star Kingdom entered an era of relative peace and stability - with most diaspora nations either collapsing outright or in no shape to interfere outside of their own demesne, the Star Kingdom encouraged the resumption of through trade, even from these shattered nations, and created a convoy system to fight off the re-emergent threat of interstellar piracy, honing its newly minted military and winning some favour in other governments. The re-emergence of two human blocks ultimately resulted in the Star Kingdom's grudging submergence into the corrupt and mired pool that was the United Systems Coalition and its politics, but a decision that arguably made the Eridani and her shipyards wealthy indeed.

By the time of the Second Interstellar War, Eridani built ships were a reasonable proportion of the USC's standing force, her banks had judiciously indebted several of the other notable member nation's governments to themselves and her merchant marine moved millions of tons of vital resources, unmolested, from east to west, though she was not without challengers. The Second Interstellar War threatened to tear that down - and her government argued against outright involvement of Eridani military assets in the USC's campaigns citing some obscure loophole, instead dedicating much of her standing forces to protecting the critical lifeblood of trade and the escorting of what was left of decimated colonial populations back to more sustainable locales, although Eridani stealth squadrons were a frequent, if unseen, element of the war. It did not last, however, and Eridani ships saw frontline combat in the waning days of the war - suffering some measure of loss but never on the scale experienced by many of its compatriot nations. The subsequent collapse of the USC left the Eridani Star Kingdom in better shape than most of her neighbours - and her relative economic dominance in her local region has allowed her, without the threat of military force, to protect and ensure the free movement of goods, most importantly through her own toll zones, but arguably has also placed her with others, at the forefront of terran diaspora politics.

The Eridani Military

The Eridani Military is at its core an academy based, voluntary system which makes up the majority of peace and war time troops. It consists of three official branches and their constituent subbranches - His/Her Majesties Interstellar Navy, The Royal Eridani Marine Corps and the Associated Intelligence Services (AIS).

The Kingdom commits to the concept of war and its associated doctrines with the matter of enforcing its survival through punching above its weight with, if not superior, then at least sufficient applicable force to make concepts such as invasion of Eridani territory itself too bloody to entertain. The strength of the Eridani Military is consequently dependent on its elite backbone found within the co-operating branches of the Marine Corps and Navy and the application of the ground forces, ideally never at all, and only when occupation is paramount. The Eridani Star Kingdom consequently relies heavily on reconnaissance, advanced deceptive electronics and further its intelligence services and the standing defensive strength of its Navy to deter aggressors and ultimately resolve conflicts - preferably before they enlarge and threaten Atlantica itself.

The Eridani Marine Corps
The Eridani Marine Corps/Royal Marines are a small but highly trained force mostly centered around, primarily, small corps sized Marine Groups who can be rapidly deployed or withdrawn. The Kingdom maintains a training regimen for "army" grouped size operations of Marines in concert with standard infantrymen. Each Holding as defined under settlement laws are responsible for peace time troop deployments and maintaining a standing defence force of infantrymen and associated equipment for the benefit of the Kingdom's Security.

Eridani Marines are typically a lightly armoured, highly mobile force trained primarily in securing space-borne assets in capture or seizure operations and in insertion into contested areas to sever command and control networks by seizure of essential enemy ground assets. Marines consequently rely on speed, agility, and an efficient utilization of intelligence and and other support to effectively cripple an enemy and eliminate them piecemeal, though elements of "bulwark" or heavily armoured marines exist.

The Army at large however, does maintain an appropriate level of vehicle based support, although utilization of these assets, in doctrine, at least, requires orbital and air superiority.

His/Her Majesties Interstellar Navy
The Eridani Royal Interstellar Navy consists of # Fleets and # Carrier Battlegroups. In the case of offensive operations, ships would be expected to switch jurisdiction to the regional command which most required them. The Eridani Military has, largely, effected a unique mix of strong low level initiative and higher level lead by task - rather than a top to bottom lead by order doctrine that has been proved ineffective in most situations.

Fleet Doctrine relies on large, "ships of the line" supported by fighter and bomber groups and screening by varying numbers of picket forces. The Navy is currently coordinated from Roxburgh House, with obirtal mirroring of operations conducted from Theseus Station.

Associated Intelligence Service
Intelligence is paramount in any operation, and the Star Kingdom has taken this idea to the fore. The Associated Intelligence Service itself is arguably a "holding company" for intelligence from numerous sources and agencies from, but has its own agents, agenda, and has ultimate control over all intelligence operations and branches, from domestic to foreign, as well as far reaching authority to accomplish its objectives with plausible deniability. The AIS remains free, largely, of political manoeuvring or games of influence by its control being tied into the civil service - and, despite having a minister appointed to maintain governmental oversight, is largely beholden to the will of the Prime Minister and Monarch.

As far as colonies go, does this include any systems that are already "controlled" and considered developed - and if so, while ive seen it mentioned i'd just like to clarify what are the general limits for all involved?

Yeah how your colonies work is up to you but if you're a great power then you would have 7 already established colonies, you can have more than 1 colony in 1 system if you wish, but a great power must have 7 colonies.

I've stuck in some provisional data, particularly for colonies. Fleet numbers may be too much?

There's generally a feel of telling rather than listing stats which I hope isn't a huge problem either.

As far as I'm aware your fleet is supposed to be limited to this system. So you can only have a number of ships that add up to no more than 350 (maybe 450?) points.

Like I've mentioned, I've ported stuff from elsewhere and included a lot of # or basic placeholder stats.

I asked about values earlier for ships by class and didn't get an affirmative reply while struggling to find it myself.

I don't know, a real problem I'm having is all this stuff to add "game" mechanics and in particular "balance combat" is problematic to me personally - particularly when I've been writing without such restrictions for a long time. It's beginning to get in the way of the idea of getting any enjoyment when all I'm really concerned with is roleplay. Nonetheless, being honest, adapting to this system feels like I'm going to end up with a "fleet" that couldn't patrol the solar system let alone exert any measure of control in several effectively, and certainly doesn't seem to fit to the industrial bases that should be available.

Either way I'll nuke it while I consider whether its worth it, as im certainly not going to be pushing for changes on my account.
